How Are We Different?

We opened our facility in beautiful Rosarito, Mexico, to fill the need for affordable High-end detox and treatment solutions. We have a select set of counselors and staff members who have recovered from alcohol and drug addiction. They live to tell their miraculous stories, as living proof, that recovery is possible!

We realize there are many forms of mental disorders associated with alcohol and drug addiction and believe detox is paramount before diagnosis. We do this by introducing an exclusive staff to our patients that can provide their first-hand experiences and adhere to a deeper level of support.

Sealed Facility

For the safety of our clients, staff and the well-being of the families placing their trust in us to keep their loved ones safe, our facility is sealed with 24-hour surveillance, high walls, and a 24-hour security team.

Juan José López Vargas

Clinical Director

Juan José López Vargas serves as the Clinical Director of Baja Rehab in Playas de Rosarito, Baja California, and is the founder of ConsejeroEnAdicciones.com and Kin-Path.com.

With over nine years of experience in residential addiction treatment, Juan leads the clinical team in delivering evidence-based bilingual care to individuals and families.

He holds Pearson Level C credentials, authorizing him to administer and interpret advanced psychological and neuropsychological assessments to guide individualized treatment planning.

His certifications through the Sistema Nacional de Competencias (SEP–CONOCER) include:

• EC0076 — Evaluation of Competence Based on Competency Standards
• EC0217.01 — In-Person Group Training Delivery
• EC0366 — Online Course Development
• EC0548 — Addiction Counseling

Juan is bilingual in English and Spanish and works extensively with clients across the Rosarito–Tijuana–San Diego region.

As the Administrative Director at Baja Rehab, I have the privilege of leading a dedicated team committed to helping individuals overcome addiction and achieve lasting recovery. With 9 years of experience in addiction treatment, I have had the opportunity to witness the transformative power of compassionate, evidence-based care.

Previously, as a clinical director, I oversaw the clinical operations of a residential treatment center, ensuring that clients received the highest quality of care. My responsibilities included developing and implementing effective treatment programs, managing a team of clinicians, and working closely with clients and their families to create personalized treatment plans.

In my current role, I bring the same passion and dedication to overseeing the administrative and operational aspects of Baja Rehab. I am committed to fostering an environment where our clients and staff can thrive, ensuring that we continue to provide exceptional care and support to those in need.

Through my experiences, I have gained a deep understanding of the complexities surrounding addiction and the challenges individuals face on their journey to recovery. My mission is to ensure that each client receives the comprehensive, compassionate care they deserve, empowering them to build a foundation for long-term sobriety.

Absadi Aregay

Administrative and Financial Director

Absadi Aregay joined Baja Rehab after watching it change his family’s life. In January 2023, he brought his brother, Shalom—now Baja Rehab’s Executive Director—into the program as a patient. He walked alongside him through every high and low of his recovery, and saw him come out the other side transformed. That experience left him determined to be part of the work.

Absadi’s connection to recovery is personal. As someone who has overcome marijuana addiction and worked through childhood trauma and mental health struggles of his own, he understands firsthand what it takes to turn a life around. Now he brings that understanding to every family who walks through Baja Rehab’s doors, offering them the same hope he once received: that their loved one can heal, and that recovery is possible.

A man of strong Christian faith, Absadi is driven by the belief that everyone deserves to know they are loved and that there is always hope. As Administrative and Financial Director, he works to keep Baja Rehab strong and sustainable so it can keep changing lives—just as it changed his.

Abraham Vázquez Torres

My specialty is the diagnosis, treatment and prevention of mental and behavioral
disorders. In the context of addictions, a psychiatrist plays a fundamental role in
the recovery of patients, from their initial treatment in withdrawal syndrome to the
control of dual pathology to avoid relapse and maintain their state of sobriety.
During their stay, the following interventions are carried out.
1. Evaluation and diagnosis: I evaluate the patient to determine the nature and
severity of the addiction, as well as any associated mental disorder.
2. Development of treatment plans: I create a personalized treatment plan that
includes pharmacological treatment according to the patient’s needs.
3. Pharmacological treatment: I prescribe medications to help manage the patient’s dual pathology including disorders such as anxiety, depression, behavioral disorders and other disorders related to the use of psychoactive substances.
4. Support and follow-up: I provide ongoing support and follow-up to help the
patient maintain sobriety and overcome day-to-day challenges

Esteban Cervantes Oropeza

Esteban has experience working with adults and adolescents facing behavioral issues, emotional dysregulation, and addiction. He is trained in evidence-based approaches and holds certifications in:

Outside the office, he enjoys classic rock, baseball, coffee, and occasionally reminding people that “avoiding your feelings” is not the same thing as healing.

Jezabel Sauceda Salazar

Clinical Psychology

Master’s in Family Therapy

Clinical Psychologist with a Master’s in Family Therapy, with more than 8 years of experience treating addictions in private practice and rehabilitation centers. My work is based on evidence-based therapies, including CBT and DBT.

At Baja Rehab, I provide individual therapy, family counseling, and psychoeducational group sessions designed to help clients develop healthier habits, strengthen emotional well-being, and build a sustainable path toward recovery from substance abuse.

Jesús Ulises Armenta Omaña

Clinical Psychologist

Ulises Armenta is a clinical psychologist with over 15 years of experience in individual, family, and group therapy, specializing in addiction treatment, grief and loss (thanatology), and family violence intervention.
He holds a degree in Clinical Psychology from CETYS Universidad and is completing a Master’s degree in Family Therapy at the same institution, in addition to diplomas in Thanatology from the Instituto Politécnico Nacional and in Gestalt Psychotherapy from INTEGRO.
His career includes work in addiction treatment centers, family violence prevention programs with Baja California’s state DIF and the Secretaría de Salud, and school- and hospital-based psychology, as well as early childhood intervention. Across these settings, he has worked with children, adolescents, and adults on concerns ranging from developmental delays to depression and trauma.
Ulises is fluent in both English and Spanish and brings an integrative approach, informed by Gestalt and Jungian frameworks, to his clinical practice.

Miguel Martinez

Psychologist

Licensed Psychologist from universidad Humanitas. Adicction counselor, family conselor. Specializing in substance use disorder treatment. He has over ten years of clinical experience in the field of addiction treatment, including work in comprehensive residential treatment settings.

His professional practice includes facilitating group therapy, providing family counseling, and implementing evidence-based interventions with a primary focus on Cognitive Behavioral Therapy (CBT) for substance use and related behavioral concerns.

Arturo Romero

Systemic Family Psychologist | Certified Addiction and Recovery Counselor

Specializing in supporting individuals and families affected by alcohol and substance use disorders.

His therapeutic approach is professional, compassionate, and nonjudgmental, focusing on understanding the underlying causes of addiction, strengthening personal resources, and building a sustainable path to recovery.

With experience in residential treatment and rehabilitation programs, Arturo works with adolescents, adults, and families through individual, family, and group therapy. His areas of expertise include:

Youssef Khalil Abujawdeh

Youssef Khalil Abujawdeh is a certified drug counselor dedicated to helping individuals overcome substance use disorders and build meaningful, lasting recovery.

With professional certifications in Psicotraumatología and Tanatología, he brings a compassionate, trauma-informed, and holistic approach to addiction treatment and emotional healing.

Through both personal and professional experience in addiction and recovery, Youssef understands the emotional, psychological, and behavioral challenges individuals face throughout the recovery process. His therapeutic approach emphasizes empathy, accountability, emotional support, relapse prevention, and personal growth.

Youssef is committed to creating a safe and supportive therapeutic environment where clients can develop self-awareness, strengthen coping skills, process trauma and grief, and begin rebuilding healthy, purpose-driven lives.

Julio Montes

Drug & Alcohol Counselor With Over 20 Years of Experience

As an addiction counselor, I believe that growth and healing take time, much like developing a strong bond with horses. In my free time, I work with these magnificent animals, learning the importance of patience and understanding. Training horses taught me that rushing the process can lead to fear and resistance—lessons I apply daily in my counseling practice.
I strive to provide my patients with empathy, respect, and consistent support, recognizing that everyone’s journey is unique. Just as with horses, creating a safe and nurturing environment is essential for my clients to overcome their challenges. Through this connection, I aim to empower others on their path to recovery.

Alberto Orozco Sosa

Alberto is a Drug and Alcohol Counselor at Baja Rehab who is deeply passionate about helping individuals overcome addiction and rebuild their lives through recovery.

As a recovering addict himself, Alberto understands the struggles and challenges associated with addiction, allowing him to connect with clients through empathy, compassion, and authenticity.

His work focuses on helping clients break denial, develop honesty, build accountability, and learn healthier ways of living without drugs or alcohol.

He incorporates 12-Step principles, relapse prevention, emotional support, and therapeutic guidance into his counseling approach.

Alberto takes pride in helping people rediscover hope, purpose, and a new way of life through recovery.

Rachel Martin

Lead Case Manager

As Lead Case Manager, Rachel brings firsthand experience supporting dual-diagnosis clients through 1:1 counseling, group facilitation, and coordinated clinical care — both as a Peer Support professional in U.S.-based treatment settings and as a Recovery Counselor at Baja Rehab.

Her approach is rooted in trauma-informed and nervous system-aware practices, supported by certifications in trauma support and yoga instruction.

Allan Sabbagh

Case Manager

Originally from Fremont, California, Allan now resides in Rosarito, Baja California. After beginning his own recovery journey at Baja Rehab in 2023, Allan chose to rebuild his life with purpose and intention.

His personal recovery experience gives him a unique understanding of the challenges, growth, and transformation that come with recovery.

Today, Allan serves as a Case Manager at Baja Rehab, where he supports clients navigating their own healing journeys with empathy, authenticity, and genuine care.

Outside of work, Allan values personal growth, community, and living a balanced life rooted in recovery.

Carlos Ibarra Sustaita

Clinical Coordinator

Carlos is a mental health specialist in addiction treatment who integrates the roles of certified EC0548 drug counselor, psychologist, and Cognitive Behavioral Therapist (CBT) to provide comprehensive care for individuals with substance use disorders and co-occurring mental health conditions.

He completed his academic training in psychology at Universidad UNEA and Universidad Xochicalco and is certified under the EC0548 CONOCER competency standard in addiction counseling.

Carlos specializes in evidence-based approaches, particularly Cognitive Behavioral Therapy, helping clients identify maladaptive thoughts, emotional triggers, and behavioral patterns associated with substance use while developing coping strategies, relapse prevention skills, and healthier decision-making processes.

As Clinical Coordinator at Baja Rehab, Carlos oversees treatment planning, coordinates multidisciplinary clinical services, ensures implementation of therapeutic protocols, and supports the clinical team in delivering structured, recovery-oriented care.

Carlos is also an active member of Narcotics Anonymous, which strengthens his understanding of long-term recovery, accountability, and practical 12-Step application.

Dr. Xcaret Gala Juarez Godoy

General Physician & Medical Director

Dr. Xcaret Gala Juarez Godoy serves as the General Physician and Medical Director at Baja Rehab. She earned her medical degree with honors from Centro de Estudios Universitarios Xochicalco in Tijuana, where she developed a passion for combining clinical excellence with deep human connection.

Her medical training includes internship experience at Hospital General Regional No. 20 in Tijuana and social service work at Unidad de Medicina Familiar No. 39 in Tecate, where she worked across family medicine, inpatient services, continuous care, and family planning.

At Baja Rehab, Dr. Xcaret works alongside Dr. Abraham, the program’s psychiatric consultant, and Dr. Andrea as part of a multidisciplinary medical team dedicated to helping every patient thrive physically, emotionally, and psychologically throughout recovery.

She believes strongly that addiction does not define a person and that every patient deserves compassionate, dignified, and judgment-free care.

In addition to her clinical work, Dr. Xcaret has a strong background in medical research, including participation in a neurobiology research internship at UCSD and award-winning academic research through Universidad Xochicalco.

Whether stabilizing a patient during a difficult medical situation, supporting families through uncertainty, or collaborating with her treatment team, Dr. Xcaret is known for showing up with kindness, presence, and genuine dedication to every patient’s recovery journey.

Jimena Vázquez López

Jimena Vázquez López is a dedicated Registered Nurse with six years of professional experience across multiple areas of patient care.

From 2020 to 2023, she worked at Manzanillo Surgical Hospital, where she strengthened her clinical skills while providing comprehensive patient care, collaborating with multidisciplinary teams, and responding to a wide range of medical situations.

Since 2023, Jimena has been a valued member of the Baja Rehab team, specializing in addiction treatment. Her experience has reinforced the importance of compassionate, patient-centered care and the vital role that empathy and support play in the recovery process.

Jimena believes nursing is about more than providing medical care—it is about listening, guiding, and supporting individuals through some of the most challenging moments of their lives. One of the most rewarding aspects of her career is witnessing patients’ growth and recovery, knowing that her dedication and commitment help improve their quality of life.

She remains committed to advancing her professional knowledge and delivering high-quality care rooted in respect, integrity, and a genuine passion for serving others.

Eunice Sánchez

I am a Nursing Assistant at Baja Rehab. With 11 years of experience in healthcare, I have had the opportunity to care for patients in a variety of clinical settings, including geriatric care, palliative care, bariatric surgery, and now addiction recovery.

Throughout my career, I have learned that every patient has a unique story, and I believe that compassionate, individualized care plays an essential role in the healing process. At Baja Rehab, I am committed to providing attentive support, helping patients feel safe, respected, and encouraged as they work toward lasting recovery.

One of the most rewarding aspects of my profession is witnessing the progress our patients make over time. Being able to support them through challenges, celebrate their achievements, and watch them regain confidence and hope is what inspires me every day.

I consider myself a warm, patient, and compassionate person. My greatest motivation is providing holistic, human-centered care while building meaningful connections with those I have the privilege to serve.
